Well, to be honest, there was a a few really select times in history.
Every time an Apollo mission landed there, there was life on the moon.
As far as there being 'A' life on the moon, however, I suppose one might develop one over time, given enough supplies and companionship...
I'd try it!

No. Although its possible the landers were not completely sterilized so some bacterial spores could be floating around. Spores are very hardy and could last a very long time.
