If Karl Popper said that 'trying to create heaven on earth inevitably creates hell' then what happens when you try and create hell on earth?

the reason why you cant create heaven on earth is beacause its in human nature to have some form of evil, no one is ever just good. heaven on earth therefore would not function, there would be backlash. hell on earth would be even worse because it would actually be sucessfull, try defeating violence with good, it just doesnt work.
