its silica gel. it is basically stops any moisture from affecting the shoes by "sucking it up". dont eat it! as it will just do the same to your body. i wouldnt even recommend opening the packet an putting it in your hand.
silica gel is what they use in labs in dessicators, ie what we use to take all the water out of something.

they are small packets of salt based substance to help absorb moisture. They are usually packed into goods that have been made abroad so they dont gete damp during transit etc...helps absorb any moisture etc...

I'm not sure but i love the way it always has on them to not eat them as they are not edible.....as if you would, they smell bleedin awful.....
