"In theory" if you were in the car you would see your headlights work as they normally would. Light moves away from the observer at it's given speed. I know it's a paradox kind of thing, but I did say "In theory". Einstein and Steven Hawking both have interesting things to say on the matter.

Nothing can go that fast. Your car could approach that speed and as it does the light from your headlights will work the same way as if you were stationary but if you reach the speed of light, not possible, then the contraction of the length ahead of you will be at it's max, and the universe as a whole will be narrowed into 2 dim and the light from your headlights will have nowhere to recede, but from your perspective the light will have already left before you turned on the lights.

if you are the one inside of the car you will see the light from the headlights just fine. If someone is on the outside looking at your car they will not see any light from the headlights.

yes they would work , but you wouldnt see anything .
