Actually, some types of turtles can. Only turtles with a cloacal bursae (and most turtles don't have it), living in highly oxygenated water. More specifically, the Fitzroy River turtle. They are able to filter some oxygen out of the water.

Not breathing but soft-shelled turtles can absorb dissolved oxygen from the water that way. Similarly, it is thought that snappers can do the same thing through the pharynx.

During hibernation, most temperate species of turtles are able to absorb a small amount of oxygen through their cloaca.

They can let out gas through their rear ends. Not the same thing as breathing.
