The position is really part time but we kept it full time because of the transition between new owner of the company. The employee requested medical leave and was out for over a month. The doctor has release them for part time basis until fully recovered. We prefer to keep the position part time. Are we legally obligated to reinstate the full time hours or can we keep them part-time?

You can keep them part time if you're in the US. It's fair to tell them now though. And be sure they realize it has nothing to do with the medical leave, it's just that the job itself is only available part-time in the future.

You can keep them part-time.
There is no legal requirement to keep a position a full time position.
