They flirt with each other all the time and he has told one of her friends that he likes her but wont ask her out.

She should either ask him out or accept that he might not ever bite the bullet. But she should also take into consideration that there may be a reason that he won't ask her out. She should find out what that reason is--is he too shy? Is there someone else? Do his parents let him date?

Hmmm, sounds like you're going to have to be gently encouraging. Remind your friend of how this guy flirts with her...there has to be some level of attraction there for him to do that. Encourage your friend to take "baby steps:" get her to tell the guy that she likes talking to him, and that she'd like his number so they can talk some more. Once people start talking, that's half the battle...things generally go from there. ;-)

Also, remind your friend that love and romance (like most other things of value) sometimes require taking risks to get the reward. It's kind of like basketball: you have to take the shot. Yes, you might miss...but one thing's for sure: If you don't shoot, you DEFINITELY won't get the points! ;-)

May be he's too young to ask her out? Things take time, I think it's something you shouldn't be concerning yourself with anyways!

ok best thing is to tell her that she should drop a hint OR you can or she can just tell him that he should ask her out.. or tell her to ask him out.. its pretty easy tell her to breathe and do it before they both loose each other

they r just playing mind games with each other. if both of them want to get serious, tell them to stop 'torturing' each other mentally.
