I think Cherrapunji in India holds the "official" record for the greatest average rainfall...
However...rainfall doesn't get measured regularly at many locations on the planet...many locations that would potentially see huge totals...

The highest average rainfalls will certainly *not* be in the Amazon or Congo basins...precip in these regions is heavy but lacks any orographic enhancement...You will find the highest totals in tropical areas where prevailing winds blow from a very warm sea and encounter strong elevation gradients...this means frequent, strong, training convection during much of the year. Picture 2", 4", 6" or more of precip on most days of the week for six months or more...

It's really impossible to tell if there is ONE rainiest spot on earth. But if you want to look closely, go to the tropical rainforests around the Amazon river, or the central African rainforest. These are the areas with the highest precipitation on earth.
