I sincerely hope it is the evolution of the majority of Iraqi's.
This may be wishful thinking, but it could be pivotal in history. Iraq could be a successful economic world partner instead of a trouble spot for the world and her own people. Oil income and cooperative management for progress could make this a success story. That would change the entire historical view on the Bush years.
Regardless of our personal opinions of the specific person holding the job, the U.S. president is a powerful force in the world today. It seems we should all hope that things work out for the benefit of all people. The problem has always been the turmoil caused by a minority group of radicals. Throughout history it has been the minority groups, be they wealthy aristocrats or political radicals or religious zealots
(in ANY religion) - or simply narrow minded selfish people who have caused the most misery for the majority of us.

Being a member of the "Surge" I can whole heartedly say it has work for the time being. As long as their government can pay the soldiers a living wage for them and their families this will work. Still the Saddam way with the corruption (gotta feed the family). I fought with these guys, they want to keep the other countries out of Iraq. Everyone is sick and tired of the killing and bombing that is why they pointed out the safehouses of Al Queda.
The surge also worked because we were no longer shackled to the call the lawyer first policy before shooting and got to do what we were trained for.
Sorry Democrats it worked!

It is the result of the Iraqi people (not the government) standing up and it is also partially the result of cooking the numbers. If one is not counting all the fatalities, then one will get positive results and a false sense of surge success.

Both. The surge is giving the Iraqi people the opportunity to evolve, which was suppressed under Saddam.
