The flapper seals ok and I have moved the float down on the valve assembly. When the tank fills it doesn't stop and ends dumping the excess back into the bowl.

You may have setiment in the float. Most of the water fill valves inside the tank can be flushed out. You have to shut of the water under the toilet. Then take the top off of the fill valve inside the tank. Slowly turn the water on just enough to get water coming out the top, you may actually see whats inside. Shut the water off, put the top back on securely. Turn the water back on and see if that works.

Go to a Home Center or hardware and purchase a Fluidmaster 400A fill-valve. Less than $10. Easy to read instructions and easy to install. This gets rid of the ball float and will last for years.

Replace the entire float / valve assembly.

Your float is not coming up high enough to cut off the water flow. Floats can be adjusted. If you adjust and it still doesn't fix the problem, take the float out along with the long thing it is attached to, and bend it so that the float will go higher.

I agree with sensible. The Fluidmaster is the only fill valve I use (except the VERY rare instances were it won't fit a particular tank) I have installed dozens of them with no call backs.

Even the best of them come to an end, no matter how much you think you can fix them, get a new one.
