Irfanview is a free graphics editor that will do this in a few keystrokes. Google the name and download it. I have found it to be very handy and easy to use.

A graphics program like MS Paint can take a picture and reduce it in size.

Open paint twice . Open the picture you want to resize in one instance of paint, select it then scroll to copy. Paste it in the other paint you have open . Then just grab the corner of it, you will see a double arrow and it will have broken lines all the way around it . Grab it by left clicking and hold it then shrink it to any size you want . resave it as small version. Its easier than it sounds, give it a try

If you are using a fairly recent Windows version you can resize photos in MSPaint which is included in the OS. Although the quality is awful.

Try searching a site like download.com for some image resizing software, and make sure you search for freeware first.

Use an image conversion program. Any high-end image editor (such as ImageReady, Photoshop or GIMP) will do the job, of course, but here are some suggestions for lower-end programs:
* Linux -- Krita ( http://www.koffice.org/krita/ ) or something similar
* Mac OS X -- GraphicConverter ( http://www.lemkesoft.com )
* Windows -- not sure, since I don't use Windows much. Try Paint Shop Pro ( http://www.jasc.com/ ) or IrfanView ( http://www.irfanview.com ).

Paint, and then in the top bar, click edit maybe? or tools? but there is a crop/resize and then you can change with ease. It is the easiest and fastest way.

open a photobucket account (its free), when you upload a file larger than 1 (or 2 i guess) mb, it will automatically down size it. after successfully uploading your photo, you can now download it, voila! it is downsized!

if you have the time, download an image editor.
