OECD- (The Organisation for Economic Co-operation and Development)- is an international organization that makes reports and studies to evaluate the changing trends in countries all over the world (this includes economy, education, finances, environment, etc.)

If you don´t know the answer specifically, please tell me how you think that any organization can manipulate education and what it would gain. Anything helps. Thanks!

I am not sure if it is true that the OECD actually manipulated education of its members and non-members for personal gain. First, there is a difficulty in defining what a personal gain for an organization is? Especially if its against their own member nations, that seems like you are stealing from yourself almost.

One way in which this could be done though, is for the OECD to falsify reports. The OECD comes out with its annual report stating that members have low education scores and that they need to increase funding, allocate resources, etc. to help bolster their national education systems. The OECD is then asked by these members to oversee and observe these changes, thus giving them more power and control over the members educational systems. Another would be the same issue, except the OECD intervenes to develop and implement plans of their own to help the member state. This then gives the organization a stake in the members educational system for funding, etc. that allows them to have a say in what/who/how for education. These scenarios would allow the organization to gain power in this particular area.
