Dancing, at least good dancing, is all about sensuality and instinct. Since Bush depends so much on others, he hasn't developed his instincts well (that's why when he actually follows his instincts he fails so miserably). And sensual? Who's more in touch with his sensuality than Willy?
Bill Clinton would win, hands down!
