It's insecurity. Personally, I have a great amount of confidence in my looks and personality and do not need to "flaunt" it. But if someone asked me how I saw myself I would say so without hesitating. However, initiating the thing by yourself is sort of arrogant, to be honest.

Because in todays society, it is wrong to think you look good, or God forbid have a self esteem that is high. They do think they look good deep down, but they don't want to seem arrogant or conceited.
