Myth or reality? Are Volkswagen's 90s models sturdier or better built than the newer ones?

I'm asking for my dad, who wants to buy a second hand VW and has a limited budget. Should he make an effort and get a newer model or should he settle for a '97 Passat he has his eyes on?

The car is ten years old already, get a newer one and I hope you will not have as many problems with it. Buyer beware!!!!!! Hey if he wants more headaches go for it.
