If I were to post this persons picture on a rating site where they rate peoples looks? Of course they wouldnt know, would that be legal or illegal?

It is certainly inethical to pretend to be someone you are not.

However, the legality depends on where you are when you post it. Different states, municipalities and the National government have different laws concerning online activity.

You had better not do it. Even if it is not illegal, you will end up looking foolish.

In respect to photographs, the law reads that the person who takes the photograph legally owns the copyright to the image on it whether it be a person, object, etc. Now, this has been contested in cases where the person taking the picture did so in a setting where the subject had a heightened expectation of privacy (ie. in their home, or in some place where privacy is implied). If the subject is out in public where they can be seen by anyone, then nothing prohibits you from taking their picture.

A website like the one you propose though, could possibly set you up for civil suit on the grounds of Defamation of Character or Slander. These have proven to be effective tools used against people who do exactly what you are proposing. A way around this is to simply not use the person's name or give them an alias.

Definately immoral and cruel.
I would wonder what serious personality flaw would make you do something like that?
My guess would be that your personal feelings of inadequacy would have you derive some type of pleasure at seeing someone else publicly ridiculed.
How about this?
Hypothetically of course.
If a legitamate picture of you in your underwear was posted on the internet for public scrutiny.
How do you suppose you would fare?
How would you feel about it?

How would you like your picture posted somewhere without your permission? Believe posting picture can get you sued even if person is in background, and there is most likely a law against doing it, but can't recall how strong law is written or likely hood of enforcement.
