need to know about how we classified inter net protocoles IP addresses ranges and wat is dedicated ip and static or dynamic

Well, I'll start with your second question, a static/dedicated IP is assigned to a particular user it never changes it is static.
A dynamic IP is assigned automatically by a DHCP server on an as needed basis and changes to the end user based on the settings in the DHCP server as to length of time assigned etc. (Short version)
