"It shall be done": denotes an intention to do it
"It should be done": suggests a moral reason to do it.
"It is done": is in the past, saying the deed has been completed
"it is to be done": says that it hasn't been done yet.

it shall be done means something will be done by some one .it is a passive voice of future indefinite in present tense . but it should be done , it is a passive voice of Modals in past/present tense . It shows about the possibilities of some thing.

it shall be done- This we used to use in a team...usually between the team mates...not any superior subordinates separation. (team work is the result)
It should be done--usually from the superior to the team mates. (include a voice of order)
