Staff tend to fixate on the reasons and challenge any non-scientific assumptions ..

Plainly you can state legal requirements in connection with driving (and by extension, operating machinery) however I doubt you could back-up a blanket ban on H&S grounds (even Hospitals are starting to admit that banning mobiles has more to do with forcing patients to use their mega-over priced premium rate Hospital phones than any possible 'interference with the machinery')

You COULD ban mobiles (especially those with camera's) on Confidentiality or Security grounds .. however this only really works IF it is enforced - Staff would have to be checked (metal detector) and handbags / briefcases X-rayed) on entry and Security will have to collect all mobile phones ... and this all costs money ...

I suggest you simply add use of mobiles to the same policy as 'work during working hours' (the basis for not using the Internet, email etc for personal use) = i.e. on company time (whilst being paid by the company), Staff are expected to perform company business and NOT spend company time on 'personal' matters.

This changes the argument from "What's unsafe about using my mobile for 2 hours this morning ??" into "You spent 2 hours this morning on your mobile dealing with personal matters instead of working as you are paid to, so we are giving you an official warning" ...
