You have to get a Schengen visa. Apply at the Dutch embassy in Washington or at the Dutch consulate closest to you.

http://www.netherlands-embassy.org/

You'll likely need to give proof of hostel/hotel reservations, some documents on your income and your ties to the USA, stuff like an appartment lease or mortgage papers. The embassy will tell you what you need.

BTW, it is actually easier for US residents to get a Schengen visa - if you were not a resident somebody in the Netherlands would have to pay a deposit of 1500 EUR or vouch for you, declaring him-/herself responsible for all expenses incurred on your behalf. So don't grouch over the paperwork the Schengen visa will cause you, it is a hundred times worse for others!

Check with embassies to verify visa requirements, etc. Don't ask about that here, you'll just be confused.

Until May, the Netherlands is cold. Bring warm clothes. And good shoes.

I would check with www.netherlands-embassy.org. My girlfirend is a Dominican citizen with a US permanent resident card and she had to get a "Schinigen Visa" before we went to amsterdam.
