The sort of crying that this term refers to is an emotional storm. Not the type of crying we do when watching a touching movie, but when you are so frustrated/heart broken/wretched that you cry and sob.

After crying people are sleepy, but a storm of crying takes it to the next level where you exhaust yourself emotionally and physically.

This can leave you at two stages. You either are so unaware of what's going on around you while crying that you fall unconscious/asleep when you're nearing the end of your cry. Or you cry so completely that you end up feeling empty/clean (like catharsis) and you're so calm and unemotional afterwards you fall asleep like a baby.

Crying relaxes you because you can't think after a while. I babysat a little brat once that wouldn't stay in his room even with the light on and door open. It was hours past his bedtime and he was still sneaking out. I put him on his bed and turned off the light and shut the door, he was crying, I looked in a minute or two later and he was asleep.
