I think it means "the present". Like, right now. Cause another way of wording it would be "What is the present time?"

Strange to think about though.

"it" should be the immediate time of what ever is going on...

"it" could be the time of a clock! Or, could be an event that's scheduled or planned.
ex. "Play time", "Nap time"
