Project types and kinds?

I need to know what kind of development projects are considered as "non- service delivery". Please help

Non service are the projection type, like cost, system recording, reporting, that sort of thing.

They would be projects that you don't deal with providing a service to clients- you don't work with clients personally.
An example might be research projects where the result informs other service providers, changing legislation etc.
When you provide a product only, such as am unsupervised children's playground, information booklets, self-help website or CD etc
