can you cut a waist band on the bias?

i'm making a new waistband for a skirt that's cut on the bias and i'd like to use a strip of fabric cut from the hem of the skirt.

if not, i'll just add some interfacing to the back of the fabric.

Yes, you can do it. The reason we don't usually do it is because it uses up so much material, and generally you don't need the extra performance like being able to curve and being able to take wear and tear along the top edge.
