Is it okay to put an albino mexican walking fish in the same tank that i keep my 13cm Eastern Long neck turtle in? (it's a 4ft tank that is maintained at about 20 degrees celsius )

No. Turtles, and most other aquatic animals try and eat their gills.

The best you could do is to keep them in the same tank, but to use a tank divider to keep them separated.

Another consideration I didn't think of before, is that if you use a filter in the tank, the gills on the axolotl will become reduced in size - they come from deep lake environments without a high oxygen concentration, so if they're in well oxygenated water, their gills shrink considerably (and I think the gills are part of their appeal).
