if you pour water on a hill - it will not form a puddle - but run downhill

only forming a puddle when it is level-or hollowed out

I really do not get what you want to know.

Liquids depends upon its surface tension. A complex physical property of all liquids.

That property reason why water is curved inside and mercury outside.
