i don't really care but just thinking that the tobac must have paid off the govt for this also since their product pollutes poison in butt form and ash..

I think everything from cigarettes is considered litter. There are so many cancer causing chemicals that eek out of every little cigarette that it's just disgusting. They are litter, you are smoking litter if you smoke and then you pollute the air, and the rest of the earth with the ashes from the death sticks...
