I think the nearest beach to the east would be Double Bay, but that is several km away. To the west I don't know. Maybe around Balmain.
On the north side there is a skerrick of a beach at Lavendar Bay, on the west side of the Harbour Bridge. Athol Bay, near the zoo, would be first on the east side of the northern shore.
But I agree with the first answer - why would you bother?

Circular Quay is in the harbour well away from surfing beaches, although there are some sandy bays and coves scattered around the harbour, getting to them is quite another thing. From Circular Quay, you can catch the ferry across to Manly where you have the choice of swimming either harbourside or surf side, or alternatively, catch a bus from the Quay to Bondi Beach, the closest surfing beach to Circular Quay on the south side of the harbour.

Anything "close" to Circular Quay is NOT worth swimming in.

there are not real beaches as it circular key is well inside the harbour,
the best surf beach close would be manly,a ferry ride across the harbour

I can only suggest catching the ferry to Manly, or catching a train to one of the southern beaches such as Coogee or Maroubra.
