The mother as a female is always XX. The father is XY. The only types of gametes the mother can produce are X while the father can produce either X or Y so the sex determining cell is the father's sperm.

The father's sperm, or sperm cell. Human females have both XX chromosomes so all of their eggs are X in their haploid state.
Human males are XY, so half of their sperm cells are X and the other half are Y.
If an egg is fertilized by an X chromosome containing sperm, the zygote will be XX and female.
If an egg is fertilized by a Y chromosome containing sperm, the zygote will be XY and male.
So that's why the father's sperm cells determine the sex of a child.
