I am reading about physcology on the website for a college, and it says "offered undergraduate degrees in Psychology since 1953 and graduate degrees in Psychology since 1961."

An undergraduate degree is one earned in the first four years of college, so both associates and bachelors degrees are undergraduate. Graduate degrees, including the masters and doctorate, are those degrees for which you need to have previously earned a bachelor's degree (4-year college degree) to be admitted.

The first 4 years (or so) of college are considered undergraduate - basically, up until you get your BA or BS.

Bachelors degrees and Associates Degrees. Masters degrees or PHDs are graduate degrees.

Having an undergraduate program in a particular subject means that they offer it as a major and that you can get a B.A. or a B.S. in it.
