If you are flying the Manila-Cebu leg thru Phil Airlines and it's a connecting flight, you don't have to pay the terminal fee. On your way back to SFO again if it's one airline, you will pay the 750 in Cebu and that's it.
If the SFO-Mnl is for example under United or Northwest and you have to transfer to Cebu Pacific or PAL then you have to pay the domestic terminal fee when you arrive which I think is 200 pesos. On the way back again if it's a different airline then you have to pay the 200 pesos in Cebu and the 750 in Manila

Terminal fee leaving the Philippines is P750.00.
There are also terminal fees paid at some domestic terminals. But I think that since you are on a connecting flight, you do not have to pay the fee out of the Manila airport going to Cebu.

i have never flown international so i don't know the terminal fee for international flights.

As far as I remember, you don't pay anything coming in. It's going out that they get you, and I think it's somewhere around 770peso. It might be better if you pay in US$ which are crashing.

You pay when you exit, not when you arrive. Ask them when you get there. I think it's about 2,000 pesos for tourists (about $40) and a bit more for Filipinos.
