I can't think of any circumstance where a court can't ask (order) the production of tax returns. Your tax return is supposed to be the best evidence of true income. Often people believe that paper deductions (depreciation) reduce income for things like child support. They don't. Therefore, to have a clear idea of what income a person really has, the court will require the production of tax returns. These may not be admissible as evidence, but they are "discoverable".

Actually the first girl is right. If it is relevant to the issue in dispute. Divorce issues, employment issues, tax issues, bankruptcy proceedings, etc. - Whenever the judge deems it necessary to decide the outcome of a lawsuit.
Edit: I mean so far everyone is right.

To show proof of your finances. If you are saying you have no money to pay a bill or judgement, you need to be able to prove it.
