PuTTY is a Telnet/SSH Client. If you have open, unsecure telnet ports, then yes, someone could use pputty to haxor you

Only if the someone cooperates by allowing the connection. But that is true with simple TELNET, FTP, and several other protocols as well. It ain't the tool, it is the intent of its user.
