Battery contacts are either rusty or dirty. Spray with contact cleaner. If it still does not solve the problem, check your battery. Swap with a friend with the same battery size and brand and plug it back to your computer.

I have seen where the battery pins inside the laptop are bent, as a result no connection. Check out the pins inside, otherwise your battery is toast.

Sounds like a registry setting. Check your control panel power saver settings as they often interact with battery usage. It is possible that you are set fora no-battery profile.
