Is it just a business license you need or are you also looking to establish a business entity such as an Inc or LLC?
If it's just a business license (for instance, you are doing consulting under your own name), just go to the city hall of the city in which you are conducting business and pay the fee.
If you are forming a business, you not only need a business license, you have to establish yourself as an official business. This is done through your state department. You can choose several types of businesses to become. If you are doing business as yourself, you may look towards protecting your business by establishing a Limited Liability Company (LLC).
