I don't think so. You sign the documents on the spot, and have your mug shot taken on the spot as well.

No... I've talked to the LTO about this several times and everybody there said that the applicant has to be physically present for the picture taking (for the new license card) and drug testing.
Besides, accepting bribes from overseas is too complicated for LTO employees.

No way...But I had heard some govt services were going online. A friend needed a license to get a lower insurance rate in the US. Try having a relative go to the recto and send you a copy.

No you can't. Reason is they have to take your digital picture, signature, and fingerprints. There are a few places now which process the whole thing in 45 minutes. Aaand, typical Filipino style, you have to turn in your receipt from the last time, or you pay double.
