Check this, lets say power is on in your home, everything is unpluged and lights are off. Is your meter still running, it should stop or go very very slow. Heres what i wanna know, Now if you turn on 1 light that has a blown bulb, does yor meter start moving or speed up. Do you use any power with the light on that has a blown blub, remember the light bulb isnt giving off any light, does that mean you are using no electric?

OOOH they had this on the news....the electricity is still running regardless if you are using it or not...they say that even if you have everything turned off..you are still using electricity...they are called the silent...something--i forgot what exactly...but...your cell charger that is plugged in is still using juice...regardless if your phone is being charged....the automatic coffee brewer...same thing...as for the light bulb...yeah its still using juice....if you took out the light bulb and still had the light switch on....i'm sure as hell you'd get electrocuted if you put your finger in the socket....see i'm pretty smart...my husband calls me Cosmo...because I have a lot of useless information

If everything was unplugged..no the little needle wouldnt move...UNLESS you had Electric heat

For current to flow you need a circuit. It will be easier to visualize what happens with a working bulb first, then describe your situation by comparison.

From the power company you have a hot wire leading to a switch, then a wire from the switch leading to the center terminal of the socket and into the bulb, through the filement, out the screw-thread part of the bulb&socket back through the neutral wire, eventually back to the power company. When you close the switch, you complete the circuit, current flows and the bulb lights.

If the filiment in the bulb is broken the circuit is not complete even when the switch is closed so no current flow and no change in rate of your electric meter.

I'm not sure how smart I am, If my husband was home I would cheat and ask him! How smart is that! lol

My answer is the meter would not speed up. Unless the circuit is complete, no energy is used. If the bulb is burnt out, the circuit is not complete......

Yes, it would still be running because your outlets are constantly running electricity through them, and yes it will speed up (barely) because that switch itself completes the circuit. BAM!
