I bought a board from ebay is it waxed??

You should any new board hot waxed before you use it - it will help to protect the base. If you have the money, you can also have it "hotboxed" which helps the first waxing sink into the grooves of the base which help it adhear to the base better.

all new board are waxed during the assembly process but you're gonna want to wax it again and again and again before you take it out on the hill for the first time. All that waxing might seem redundant but if you want to avoid future base burn it's worthwhile.
Saturate the base with a couple of waxings of extreme cold wax then finish it off the last time with a good universal or wax that you plan on skiing on
