lying is distorting the fact, omitting is just simply choosing what to disclose. wait, thats confusing..
i mean, if you omit something without trying to unbalance the truth then its ok, but if you do that to make things appear you want them to be with the expense of the truth, then its lying

It depends on what you're omitting.
If you've accidentally on purpose neglected to mention the negative balance on your shared account, then it could possibly be construed as lying by omission.
If, on the other hand, you decided not to mention how hideous your partners new outfit looked on them, then you could be considered diplomatic. Which could take us into a whole new realm of discussion ...
