I am a English learner and I just could not understand what does that phrase mean, i would appreciate it if someone could give me a detail explanation

It is actually "lack thereof". It means without something. For instance, in the phrase "candy or lack thereof", it refers to no candy.

It means the situation would not change if something was missing. For example you could say that a person married their lover for their money or lack thereof. So the marriage would have occurred either with or without their having money.
