Land can be dry despite being near an ocean. If it lies in an area with little rainfall, the land will be very arid.

One of the classic land masses where this occurs is the Sahara desert.

The Western Sahara is near the Atlantic ocean but there is very little rain on the land. The reason being that hot air from the region is constantly rising and flowing outwards which diverts and blocks any weather fronts containing moisture from reaching the land.
