Implosion.
All foreign policy would be theoretical. Uncertainty Principal would be applied to all budgets (confusing everyone). Meetings would be socially inept gatherings of people who would debate the troup deployment to the 6th decimal place (even when troops are deployed in whole numbers). Special emphasis would be given to the teaching of dark matter theory to kindergarteners. Illegal immigration would be solved by transporter beam teleportation to their place of origin and new funding would secure our borders with a force shield.
Finally, Monty Pythons "The Holy Grail" would be instituted as the National Movie, and Einstiens Birthday would become a federal holliday.

God, it would be a nightmare. And this is coming from a Naval Architect. Engineers are bright people, but aren't particularly good at managing people or running organizations. The National Society for Professional Engineers isn't even run by an engineer, if that doesn't tell you anything.

That would be very interesting. But engineers aren't administrators, and usually don't have extraneous experience in politics.
Now if we could get some theoretical mathematicians and physicists. Then we would have truly convinced the world that we have gone crazy.

No changes would be made. Nothing would get past the theory or design stages.
