That depends on you. It's a matter of preference. A powder is usually added as a finishing touch to complete the look. I would apply it because your makeup will last longer and give it a soft effect. A light dusting is sufficient.

Not necessarily. Some foundations look great and are meant to be worn without powder such as Giorgio Armani and other illuminating foundations. Others need powder to "set" them.
It also depends on how dry or oily your skin is. Oilier skin types often prefer a powder as it sets the foundation AND reduces shine. Drier skin types tend to shy away from powder as it can make the skin feel drier and tends to show more fine lines and wrinkles.
The best way to know is to try it. Apply a layer of your mousse foundation and wear it for 6-8 hours. How did your skin look throughout the day? Shiney after an hour? You probably need some powder. Compact or loose powder, it really doesn't matter but only use what you need to hold down shine.

i suggest using the mousse foundation then applying a loose powder - instead of compact. Compact is way too cakey - you already have coverage. so use the loose powder to get ready of shine, give it more of a finish. then a bit of bronzer or blush over the apples or your cheeks and your away!! ready for your close-up :)

If you try to powder a moose, I think he is going to go after you! They don't really like makeup very much (unless you are a female moose, in which case you can probably have your way with him.)
