You can as long as the tuner includes s-video or composite outputs; these are always analog outputs. Check the specs before you buy the tuner.
Economically it doesn't make sense to use a HD tuner on an non-HD set unless you are planning on buying a HD monitor in the near future. The reason is that you can get a digital tuner with analog outputs a lot cheaper than a HD tuner.
For example (in the US) you could spend ~$170 for a Samsung HD tuner or you could wait until Jan 2008 and buy a cheap digital converter box for about $20 (using a government coupon). For a non-HD set, the $20 converter will do just as good of a job as a HD tuner. The $20 converter will receive all the digital broadcasts including "HD" ones.

Don't waste your money. Adding an HD tuner to a standard TV won't make it an HDTV. Standard TV resolution maxes out at 480 lines of resolution. HDTV resolution is 1080 lines. An add-on HD tuner will only downconvert whatever signal (1080p, 1080i and 720p) it has to match your standard (480 lines) TV.

dont try it. your best bet would be to buy a HD tv with a 'built in HD tuner'. like the other guy said, the monitor needs to be HD too, and if its not, it wont be HD.
