For FIBA and NBA teams have 8 seconds to get the ball over the line. In NCAA men it is 10 seconds. NCAA women do not have a time limit to get the ball over the line. (Which is really weird).

That line is closely related to time. (10 or 8 seconds).

It is not realated to the shot clock, as the phrase was used before the shot clock was adopted.
When a team inbounds they have 10 seconds to advance the ball past half court.
Not a big deal now, but in the old days, full court presses were more common and getting across the "time line" was not a forgone conclusion.

It's called the time line because they have 10 seconds to get it past mid-court on an inbound. If they don't, it's a turn over...simple as that.
