Confrontation was expected out in November 2007 and was delayed to 2008. There's a bunch of rumors floating around but nothing solid because neither Sony or Slant Six (the developer) have announced anything further. The best guess has it as early in 2008.
Socom 4 was originally announced as coming out in late 2008, but there's no telling if that's going to change.
Below are two websites to watch. The most reliable information will be posted there first. One of the developers gives updates as he can give them in the Forum link below.

Socom Confrontation is coming out sometime from mid to late 2008 for the PS3.
