in maryland can a spouse move out of state with the children without consent?

I don't think you can do this in any state without their consent.

I would not think so -its considered kidnapping if its out of state.The other spouse has parental rights-now if that person is violently abusive and the spouse is fleeing out of fear- they should contact the local domestic violence program and they will assist in helping to keep everyone safe.
