You write to your state capital, the Department of Revenue I believe. They issue one for you. Each state varies--in Wisconsin it's a one time fee of $10 and it renews automatically every year till you tell them you're not in the business anymore. In PA it's $15, same deal. In IL (I just got one for that) it's FREE but you have to file sales tax on a monthly basis if it's issued for Chicago--a real hassle and a half I'll tell you! The othe states you send sales tax in once a year (WI) or twice a year (PA). The revenue guy told me if I was only doing one show a year in Chicago to call and deactivate the license at the end of the month, then reactivate it when I have another show. It seemed sort of odd, but that's how they do it there.

The sellers permit is a license that you're in business but you don't have a 'brick and mortar' store (a physical store). It allows you to sell anywhere in the state it's issued for, without any penalty. So you can do art and craft shows, discount events, conventions, farmers markets, sell out of your home, etc.
