Hypothesis - Treatment programs for substance abusers reduce recidivism

Factors, where they live, friends they keep, I guess you could say lifestyle, healthy or unhealthy,,,,as a correctional worker I have seen all this first hand, all the training in the world won't help if a person returns to the same environment he or she came from. Treatment programs do work, but they need someone to keep them accountable to themselves and others. And it can't be someone who had their problems in the same neighborhood. ..
