If someone get caught driving without a license.... The person is over 18.

Usually a ticket, and the car is impounded. First offence there's not usually an arrest.

Depends on the cop.

US law requires some for of picture ID to always be on you.

I had a friend who was staying with me, he left his wallet in his room, drove my van to work, got pulled over for running a yellow light, he went to jail and my van was impounded.

I was not allowed to bail him out until we could prove who he was, which we needed a picture ID for that. His bail was set at $10,000.00.

When we finally found his ID, they dropped his bail to $100.00 and we brought him home. He was an ex-cop, who was injured on duty, some years ago, and has no criminal record.

My wife got pulled over for not wearing a seatbelt, she has some warrants for various traffic violations, and a suspended license. They let her go and didn't do anything.
